I suspect that with 9+911 the PBX at the main site can route the call. Still have the issue of the address presented to the 911 dispatcher may be incorrect.
It sounds like who ever removed the local PRI and routed all calls over QSIG never considered 911. It probably never worked correctly after removing the local trunk.
There is a law that requires a PBX to route calls when people dial 911 without a leading line access code (9+911). I am not 100 sure if this is only required for new systems installed, but it is still a good practice.
