Our office was damaged during Hurricane Katrina. Our R5 system was one of the victims (due to some electrical issues from both the telco and electric company). Our insurance company wasn't willing to replace the system with a non-ACS system, but gave us enough that I was able to purchase a new processor and cards. We're reusing all of the phones except for four.

They didn't give us enough in the budget to contract out the work, so I did the swap out over a weekend, and bought parts from telecomliquidations.com.

The new system is:

0: 308EC
1: 308EC
2: PACS R7.0 91E (bu/rest + ra)
3: 308EC
4: Partner Mail VS R5 (2 port)

The phone side of things is in and has been working as well as the other system for several weeks now. I have noticed a problem, though.

On my phone (since I am not in the office all of the time), I have set up remote forwarding. My cell phone is programmed as #80, and I forward my extension to 80. Calls go through and work fine.

But, when either I or the calling party hang up, neither line releases. Both lines are also locked as private, so nobody can pick them up and manually disconnect them.

Also, if the AA or VM picks up, and the caller disconnects, the AA or VM keeps the line open. I removed Auto Extension Privacy from the voicemail extensions to allow someone to manually disconnect them.

Is this problem related to incorrect hold disconnect timing? I've contacted the telco (Alltel) and they seem clueless to help. They can't tell me if they're sending disconnect supervision to my lines, or what the proper timing is.

I have finally gotten through their front line people and to an actual tech who says he's going to move us to another switch so that the timing can be configured differently on our lines.

Is this the problem? Is there a way to test and see if I'm getting disconnect notification on the lines?

To test

the easy way

1. Call in or out to an outside phone (like your cell phone)
2. then put the call on hold of the partner system
3. hang up the cell phone.

if you are receiving the disconnect signal from the C.O. the phone system will disconnect the call

The prove it to the repairman way (if they know what they are looking for)

1. hook up a buttset with polarity lights or a buttset and a toner in paralell that has a red/green polarity light to the line in question so the light is green in an on hook/off hook condition

2. call in and answer with the buttset or call out to a cell phone

3. hang up on the cell phone and leave the buttset off hook and watch the polarity light

within a few seconds "of the far end disconnecting" the light should go off for about a half of a second and return to green

some of the terms th CO use is

COD (like the fish) cutoff on disconnect
CPC called party control
disconnect supervision
open look disconnect
