Can any one give me a simple description of what metering pulses are and how they work.

As I understand it, metering pulses are sent downline from the called (destination) CO to the calling (originating) station so that the calling party can calculate the cost of the call. I think that different countries may use differing pulse frequencies (12kHz, 50Hz, 1Hz, etc), but the basic premise is that since the call is billed at a known rate, by counting the pulses one can determine the cost.
