I am working on an hp laptop (changing the cooling fan)
I went to boot up before starting just to make sure there was not any other trouble. You guessed it the machine lights up but there is no hard drive activity and no display.
I removed the cd,floppy,hard drive and touch pad. and still dont even get a post beep.
So were do I look next? I hate to think its the processor I mean it's kinda hard to explain to the owner that I didnt do it and they are friends of mine so I want to expend all options before I give in.

If the cooling fan was on the fritz, it's entirely possible that it just overheated one time too many.
You could try popping out and reseating the RAM, along with anything else that can be detached.
Guys I work with have had similar issues with their IBM Thinkpads after ESD problems. They had to mess around with removing the battery, then plugging into AC, or something along those lines. Eventually they came back up again. Thermal and static events are often treated the same way, so that could be the issue.
