I have a SL2100 going to be adding a PRi, its not in yet. Customer asking in advance, How does an analog extension, transfer a call from the PRI outside the system

I would assume you need to enable all the COS and trk features to allow it. CF-off premise etc. Staying on the phone to the remote party answered...all the normal stuff.
