I have loaded network emanager, but when I double click it it doesnt stay up. I hve tried adding localhost to my trusted sites and have also tried turning off pop-up blocker and it stll does the same thing. I also turned on IIS. Stll nothing. running Windows 7. HELP!

Sounds like you still have a pop-up blocker running. Check for any browser add-ons that may have it also.

I am not finding anything. There was an AVG Safeguard add-on that is disabled and I removed it from the search providers but that hasnt made a diference.

I did disable them in Chrome and turned them off in IE9. Now what am I missing??

Open up Internet Explorer and check to see if you have any browser helpers like Yahoo Search, etc. If you do, remove them.

Do you have any tool bars? They have popup blockers as well.
