What I want to know is, why don't the lEC's tell their prospective new customer that if ANY work is required to connect new lines to CPE the new lEC won't do it AND won't pay for it! Consequently the system servicing company is the BAD guy, when all they did was bill for service rendered!

You mean CLECs, not IEC's, right? I will agree with you about the CLEC issue. They rarely cut over smoothly, yet it is always your equipment (which has been working fine for years) that is at fault.
Somehow, your system with loop start lines seems to be intelligent enough to detect when carriers are changed and mess itself up in protest. Uhm, yeah, OK.
Mus be sumpin rong in yo PBX.

Actually, I've had the thrilling experience of 'returning' to the ILEC and that doesn't seem to go too well sometimes either. It usually has something to do with independent agents not having all their ducks in a row. Or the ILEC is too 'conceited' to consider that it just might screw up. John C. ARE WE HAVING FUN YET?
