I'm full of questions lately, so thank you all so much for your help! One more for you:
Using a VS with the Omega VMI voicemail, we're setting up a phantom mailbox. The customer would like this mailbox to FWD out to an external number with the actual call, trunk to trunk. Notification of messages only is not acceptable. Is their a way to do this without a physical phone in place to program a Speed Bin and set forwarding?

Set up a menu for the mailbox and have an option transfer to a phone number.

Just want to add that you will need a feature from the phone company on your lines to accomplish this using only 1 CO. Every phone company calls it something different, but the ones in our area call it 3 way call transfer, or 3 way call forwarding. Then you only tie up one CO line when the VM system calls the cell phone.
I thought you said that your system was down...
