newtecky - theoretically, you'd be correct and you would think that
all ISP would hand over a 100% open connection and allow the customer to handle the port blocking/forwarding/firewall/routing/etc., but unfortunately this isnt always the case.

We've had multiple ISP block VoIP ports specifically, so they can then pitch the customer on THEIR VoIP service and start with the "we can do it correctly..." pitch. Finally, after we move up their support tiers we get results and someone that actually logs into their devices and unrestricts the propper ports.
